Possibly dropping hit dice down a level for NPCs. e.g.:

  * Commoner, d4
  * Adept, d4
  * Expert, d6
  * Aristocrat, d6
  * Warrior, d8

Courtesan would be d4 (and only get 4 skill points per level).
